I hope this works, I hope it catches on, it makes too much sense not to. I don't think the Germans clumsily shoved this threw without knowing exactly what it could, and could not accomplish (that's not the german way). I think if Germany--the engine behind the European economy--wants to control these things for the benefit of the whole union, even if they have to do it unilaterally, it is for the best.
